False Ciri only becomes an issue if you take the real one to see Emhyr and receive the Empress ending as a result. If you don't, Emhyr never says or does anything that clashes with the facade of him already having "Ciri" as his consort, at least publicly. If you do, there's little point in trying to explain the double's absence, since the
Ciri wants to change the world, she wants to help people in need, eventhough she doesnt like her own situation. We see this at the ending of tw3 where she risks her life to stop the white frost. She knows that she will make a much bigger change becoming the empress than killing some monsters.

Emhyr wanted Ciri to take over the throne since his position was threatened at the time. However, if you kill Radovid and he wins his position is solidified and he is no longer at risk of being overthrown, therefore he doesn't really need Ciri as much as he did at the start of the game. #9.
It directly conflicts with book lore. In the book it is stated that Morvan Voorhis becomes the new ruler after Emhyr, so if Ciri becomes empress it would create a plot hole between the game and the books. Because Ciri from the books would never accept that, she considers herself a witcher.

Her father abdicates in favour of her. If Nilfgaard lose then she still becomes Empress as rightful heir but her father is killed instead of abdicating.
